Can Visit Visa be converted into Work Visa?

Dear All,
I am Pakistani and currently working in Abu dhabi...If I come in Qatar on visit visa can the visit visa be converted to Work visa? If yes what will be the fees and requirements??

I applied for many jobs but they are saying that you should have a transferable visa...what to do??
